<P>PROBLEM TO BE SOLVED: To precisely manage usage restrictions of an image forming device at every identification information. <P>SOLUTION: When an operation mode which is performed in the image forming device 12 and the target processing number of cards at the operation mode are inputted, a processing in the image forming device 12 is performed only when a difference between the use result value information corresponding to the operation mode which is stored in the IC card 18 and the upper limit information is not less than the inputted target processing number of the cards. The use result value information of the IC card 18 is changed in accordance with a processing result in the image forming device 12 after the processing in the image forming device 12 is performed. Information is transmitted to a summarization host 16 in accordance with an instruction from the summarization host 16. The summarization host 16 can manage information received from respective managing devices 14 at every classification condition with which each identification information can be classified with a previously decided condition.
