PROBLEM TO BE SOLVED: To reproduce a video image and a subtitle by completely synchronizing them on a time base, in live subtitle broadcast. SOLUTION: In a subtitle data extraction unit 61 to which a subtitle broadcasting program is inputted, a subtitle signal is extracted. A video signal is delayed for a predetermined fixed delay time by a video fixed delay unit 62. On the other hand, the subtitle signal is delayed by a variable delay time corresponding to the subtitle signal by a subtitle variable delay unit 65 and sent to a subtitle picture generating unit 64. In a picture synthesizing unit 63, the video signal from the video fixed delay unit 62 and the subtitle signal from the subtitle picture generating unit 64 are combined and outputted to a display circuit. As a result, a subtitle can be displayed synchronously with a video image.
