PROBLEM TO BE SOLVED: To provide a wet-type and dry-type methane fermentation which prevents an obstruction of methane fermentation by NH<SB>3</SB>and H<SB>2</SB>and enables a high-speed treatment of the methane fermentation is enabled. SOLUTION: An NH<SB>3</SB>and H<SB>2</SB>removed and solubilized organic waste is supplied for a methane fermentation treatment by solubilizing an organic waste, making NH<SB>3</SB>and H<SB>2</SB>form and removing H<SB>2</SB>and NH<SB>3</SB>formed. An organic waste, wherein NH<SB>3</SB>and H<SB>2</SB>are removed and the waste is solubilized by solubilizing an organic waste, making NH<SB>3</SB>and H<SB>2</SB>form and removing H<SB>2</SB>and NH<SB>3</SB>formed, is supplied for a methane fermentation treatment.
