PROBLEM TO BE SOLVED: To provide a valve timing adjusting device preventing phase differences. SOLUTION: A phase change mechanism 10 comprises first and second rotational members 11, 16 rotating around a common rotational center O interlocking with a drive shaft and a driven shaft 2; a first arm member 20 linking with the first rotational member 11 by a turning pair; and a second arm member 21 linking with the second rotational member 16 and the first arm member 20 by a turning pair. By controlling motion of a turning pair 22 formed by the arm members 20, 21 by a control means, a relative rotational phase between the rotational members 11 and 16 is adjusted. In this configuration, a ratio L1/L2 of a distance L1 between the turning pairs 24, 22 formed between the first arm member 20, and the first rotational member 11 and the second arm member 21 to a distance L2 between the turning pairs 26, 22 formed between the second arm member 21, and the second rotational member 16 and the first arm member 20 is set within a range of 0.5 to 2.
