PROBLEM TO BE SOLVED: To provide a cutter capable of surely preventing sticking of chips to a lower blade with a simple constitution, without enlarging a device itself. SOLUTION: This cutter 40 has the fixed lower blade 41 and a vertically movable upper blade 42, and cuts paper by rubbing the upper blade 42 from above to the lower blade 41, and has a blowing mechanism 6 for blowing air from above toward the lower blade 41 on the rubbing surface 420 side of the upper blade 42. The cutter is characterized in that the blowing mechanism 6 has a vertical cover body 61 oppositely arranged to the upper blade 42 on the rubbing surface 420 side of the upper blade 42 and a horizontal cover body 62 projectingly arranged toward the vertical cover body 61 from the upper blade 42, and downwardly pushes air of a space S surrounded by the upper blade 42, the horizontal cover body 62 and the vertical cover body 61 by lowering the horizontal cover body 62 together with the upper blade 42.
