In one embodiment, a system for dynamically tasking one or more surveillance resources includes a first logical layer identifying a collection requirement (CR) and a second logical layer identifying one or more surveillance resources in the CR. The system also includes a third logical layer specifying how each of the sensors in the surveillance resources in the CR should carry out surveillance.
