PROBLEM TO BE SOLVED: To provide a transparent conductive film which has excellent transparency and excellent interference fringe (iris-like color)-inhibiting property, and is not curled, even when thermally treated in a process for producing a touch panel, and to provide a touch panel using the film. SOLUTION: This transparent conductive film comprising a substrate film having a coating layer, a hard coat layer laminated to the coating layer of the substrate film, and a transparent conductive thin film laminated to the other side of the substrate film is characterized in that the substrate film is a coating layer-having biaxially oriented polyester film prepared by coating a polyester film with a water-based coating liquid containing an aqueous polyester resin (A) and at least one compound (B) selected from water-soluble titanium chelate compounds, water-soluble titanium acylate compounds, water-soluble zirconium chelate compounds and water-soluble zirconium acylate compounds as main constituents in a (A)/(B) mass ratio of 10/90 to 95/5, drying the coated film, and then orienting the dried film in at least one direction.
