PROBLEM TO BE SOLVED: To provide an ADSL modem for reducing occurrence of interruption in ADSL communication. SOLUTION: The modem comprises a line quality control section 16 for holding line quality information in the past, a section 12 for setting a communication speed at the time of handshaking for communicating with a partner device, and a section 17 for controlling the setting of communication speed at the communication speed setting section 12 based on line quality information held in the line quality control section 16. A communication link with the partner device is established at a predetermined communication speed and a decision is made whether the occurrence rate of communication error is less than a predetermined value or not. If it is less than a predetermined value, the line quality information at the time of decision making is reserved, otherwise a communication speed at the time of handshaking for communicating with a partner device is set based on the line quality information in the past preserved at n (n is an integer of 1 or above) different moments in time.
