PROBLEM TO BE SOLVED: To provide a traffic monitoring device capable of precisely determining the number of objects in a monitoring area without influence of an object arrangement state. SOLUTION: This traffic monitoring device is provided with an object information acquisition means 1A, which acquires three-dimensional information D about objects H existing in an area 8 to be monitored, and a determination means 2A determining the number of objects based on at least the volume of the height and volume of the objects in the object information D.
