PROBLEM TO BE SOLVED: To provide a thrust needle bearing capable of reducing stress acting on a holder at low cost. SOLUTION: Since a first outer peripheral flange part 72b and a first inner peripheral flange part 72c are bent to form step parts 72d, 72e on which tips of a second outer peripheral flange part 73b and a second inner peripheral flange part 73c are abutted, tips of the second outer peripheral flange part 73b and the second inner peripheral flange part 73c are not abutted on roots of the first outer peripheral flange part 72b and the first inner peripheral flange part 72c, and scratch is not formed here to avoid stress concentration in the roots of the first outer peripheral flange part 72b and the first inner peripheral flange part 72c. In addition, rigidity of the holder 79 can be increased by forming the step parts 72d, 72e in the first outer peripheral flange part 72b and the first inner peripheral flange part 72c.
