PROBLEM TO BE SOLVED: To provide a primary rustproofing-coated steel material which is high in laser beam cutting properties and excellent in rustproofing properties. SOLUTION: The steel material which is coated with a primer containing zinc powder and aluminum powder and excellent in laser beam cutting properties and rustproofing properties has a coating film containing the zinc powder in an amount of 10-30 g/m2and the aluminum powder in an amount of at least 0.1 mass% and below 60 mass% of the zinc powder.
