<P>PROBLEM TO BE SOLVED: To provide a device for detecting the intentional gaze motion of a human being by discriminating the intentional gaze/unintentional gaze of the human being under a thought which is different from conventional visual line input technique, and performing the input and control of an electric apparatus through the use of an electric signal corresponding to an eye state. <P>SOLUTION: A motion for consciously receiving outer information is discriminated from a motion for hardly receiving the outer information among the visual recognition motions of the human being, etc. Detection is performed when the visual line direction of the human being, etc., stays at the inner part of a visual field circle, including visual power being not less than a half of the central visual power of the visual line for not less than a prescribed time.
