PROBLEM TO BE SOLVED: To provide a private key management system by a transportable record medium in which, even when a valid period of an electronic certificate in response to a private key of an open key cipher system is expired, the expired private key can be stored by maintaining a security. SOLUTION: This private key management system comprises the steps of storing a private key 2 in the transportable record medium; storing a new private key 3 updated as a period of an electronic certificate 2 is expired, in the transportable record medium; and automatically moving the expired private key 2 from the transportable record medium to a second information record medium. In the private key management system by the transportable record medium for managing the private key of the open key cipher system, the private key 2 corresponding to the expired electronic certificate 2 is encrypted by the updated open key 3, and is moved to a second record medium for storage. Also, when there is the private key 1 corresponding to the expired electronic certificate 1 previous to that, the private key 1 is decoded by the private key 2 and is encrypted by the updated open key for re-storage.
