PROBLEM TO BE SOLVED: To provide a cooling device of an R-cutter device having excellent cooling efficiency which also has a function of peeling off a packaging bag after R-cut punching. SOLUTION: In a cooling mechanism of an R-cutter device, a back surface injection unit 30 to inject air to a back surface of a packaging bag is installed in a cutter frame 24, and a back surface injection port 32 is formed in the cutter frame 24 so as to be connected thereto. A front surface injection unit 31 to inject air to a front surface of the packaging bag is installed on a cutter part 20, and a front surface injection port 33 is formed in the cutter part 20 so as to be connected thereto. Before R cut, air is injected from the back surface injection port 32 and the front surface injection port 33. During the R cut, air injection from the back surface injection port 32 and the front surface injection port 33 is stopped.
