PROBLEM TO BE SOLVED: To provide a manufacturing method of an electron conductive ionic conductive material having a low price, easy to be manufactured, and stable without using a complicated synthetic process, and to provide a fuel cell using this material and electronic equipment.

SOLUTION: The manufacturing method of the electron conductive ionic conductive material contains a process for polymerizing one or more kinds of monomers containing a phosphate group in a solution containing at least nonionic conductive copolymer resin.
