<P>PROBLEM TO BE SOLVED: To obtain a fuel electrode with electrical characteristics of a fuel cell improved, in a manufacturing method of the fuel electrode of a fuel cell, having an oxidant electrode and the fuel electrode, containing catalyst for removing electrons from the alkaline aqueous solution of a metal-hydrogen complex compound as fuel by a catalytic, reaction made to face each other via an electrolyte film. <P>SOLUTION: Nickel alloy powder is added to an aqueous solution made of alkaline fluoride and hydrogen fluoride, and the catalyst is obtained by fluorinating the nickel alloy powder, while crushing the power by a crushing means. Then a mixture is obtained by mixing the fluorinated nickel alloy powder and a substance capable of oxidizing hydrogen, for example, palladium, with cation-exchanging fluid resin used for restraining generation of hydrogen, by lowering the density of anions that are hydrides generated on the surface of the catalyst.
