<p><P>PROBLEM TO BE SOLVED: To provide an ETC on-vehicle unit that is used in a vehicular electronic toll collection system for toll collection, is mounted on a vehicle for communication with an ETC roadside equipment and prevents unauthorized use. <P>SOLUTION: The ETC on-vehicle unit 1 comprises an EEPROM 17 that does not lose information even when power supply is shut off, and a RAM 18 that loses information when power supply is shut off. The EEPROM 17 stores on-vehicle-unit-unique information unique to the ETC on-vehicle unit 1 as first on-vehicle-unit-unique information. When an IC card 22 is set, on-vehicle-unit-unique information stored in the card is acquired and stored on the RAM 18 as second on-vehicle-unit-unique information. If the first on-vehicle-unit-unique information stored on the EEPROM 17 and the second on-vehicle-unit-unique information stored on the RAM 18 match, the ETC on-vehicle unit 1 is enabled.
