PROBLEM TO BE SOLVED: To provide a digital broadcast recording and a reproducing apparatus which is capable of outputting high-quality video and audio while synchronizing them at all time so as not to fluctuate a clock. SOLUTION: The digital broadcast recording and reproducing apparatus 100 comprises: a clock restoration unit 2 for oscillating a first clock synchronized with a video signal and an audio signal; a recording and reproducing unit 3 for writing the video signal and the audio signal into a storage unit synchronously with the first clock; a decoding unit for decoding the video signal and the audio signal synchronously with the first clock; a clock generating unit 8 for oscillating a second clock; a frame storage unit 52 for storing the video signal acquired from the decoding unit 4; a writing unit 51 for writing the video signal read out of the decoding unit 4 into the frame storage unit 52 synchronously with the first clock; a reading unit 53 for reading the video signal out of the frame storage unit 52 synchronously with the second clock; and an audio re-sampling unit 6 for re-sampling the audio signal synchronously with the second clock.
