PROBLEM TO BE SOLVED: To provide a railroad crossing control device and system which avoid generation of such a state that a moving body is left in a railroad crossing with a railroad crossing gate pole closed while a train is approaching. SOLUTION: The railroad crossing control device for controlling at least one operation of the railroad crossing gate pole, an alarm sound, and an alarm lamp in a railroad crossing includes a collecting device for collecting physical characteristic information of a moving body approaching the railroad crossing or of a driver of the moving body while the train is approaching the railroad crossing; and a changing device for changing an operation content of at least one of the railroad crossing gate pole, the alarm sound, and the alarm lamp on the basis of the physical characteristic information collected by the collecting device. When it is decided that the moving body or the driver of the moving body is an elderly person or a handicapped person from the physical characteristic information collected by the collecting device, for example, the changing device advances a timing of starting closing the railroad crossing gate pole, a timing of starting an output of the alarm sound, and a timing of starting blinking of the alarm lamp.
