PROBLEM TO BE SOLVED: To maintain slide resistance and increase durability over a long period by binding elastic aggregates with hard aggregates forming a paving material through a binder resin. SOLUTION: In this method of manufacturing the porous elastic paving material formed by binding the elastic aggregates with the hard aggregates through the binder resin, before the hard aggregates are mixed with the binder resin, the hard aggregates are surface-treated by a sylane coupling agent or the surfaces of the hard aggregates are covered with a compatible resin with the binder resin without performing the surface treatment.
