PROBLEM TO BE SOLVED: To improve curve jacking ability in the hard ground. SOLUTION: A boring device is provided with a taper bit 6 mounted to the tip of a bendable inner pipe 5 and having a pressure receiving surface inclined with respect to an axis direction, and a rotary jacking means 7 applying rotational force around the axis and jacking force along the axis direction to the inner pipe 5. Using such a boring device, the inner pipe 5 is swung around the axis while applying jacking force to the inner pipe 5 by the rotary jacking means 7 to carry out curve jacking of the inner pipe 5 in the ground while changing the jacking direction by the force applied to the pressure receiving surface of the taper bit 6 at the tip.
