PROBLEM TO BE SOLVED: To estimate arrival time of radio waves, even if the frequencies of both received signals and reference signals are not in agreement. SOLUTION: In the arrival time estimating device arranging a received signal covariance matrix computing section 2 generating a covariance matrix from temporal waveform of the signals received at a received signal sampling section 1 and a mode vector computing section 3 computing a mode vector which is a function of both arrival time and frequency shift from temporal waveform of the signals transmitted periodically to the space, using a covariance matrix computed at the a mode vector computed at the received signal covariance matrix computing section 2 and a mode vector computing section 3, a MUSIC processing is implemented to estimate the arrival time of signals received at the received signal sampling section 1.
