PROBLEM TO BE SOLVED: To provide a powder height level measuring method and a measuring device, which accurately measure the height level of powder inside a polymerization reaction container and have no problem in safety, and also to provide a method for manufacturing polyolefin permitting producing polyolefin, such as polypropylene, with uniform and stable quality. SOLUTION: This powder height level measuring device 10 comprises a polymerization reaction container 2 for gas phase polymerization reaction, temperature detection parts 31-35 being continuously formed in the height direction of the polymerization reactor 2. The device further comprises: a temperature detector 3 for measuring the temperatures of a powder bed layer 21 and a gas phase layer 22 in the height direction; and an operation part 7 which prepares temperature distribution for the height direction inside the polymerization reactor 2 and operates the powder height level corresponding to a point of inflection of temperature in the temperature distribution.
