PROBLEM TO BE SOLVED: To provide a pigment for a cosmetic or an extender for the cosmetic, capable of performing their surface-treatments safely and efficiently, having a high attaching property to the skin, also having a smooth and good touch feeling and excellent in water repellency. SOLUTION: This method for producing the pigment for the cosmetic or extender for the cosmetic is provided by adding the pigment or extender to emulsion obtained by emulsifying an organohydrogen polysiloxane containing at least≥3 silicon-hydrogen bonds in 1 molecule by a nonionic surfactant having≤5 ppm basic impurity content, heating the mixture, drying and crushing. By performing the surface treatment of the coloring pigments by the method, it is possible to obtain the pigments having a very high color tone. Further, since the emulsion used here is excellent in use stability, the amount of functional group does not change over time, and it is possible to secure stable characteristics.
