PROBLEM TO BE SOLVED: To provide a congestion detection system for reducing setting costs, and for easily setting a congestion detection system.

SOLUTION: In a mobile path where a plurality of surface radio tags 2 are set, when an onboard radio reader 1 moves on the mobile path, in detecting congestion in the surface radio tags 2 on the mobile path, a congestion detection server 3 stores the information of a reference speed between the two surface radio tags 2, and the onboard radio reader 1 calculates the moving speed of the onboard radio reader 1 between the two surface radio tags 2 based on an elapsed time during the reception of a radio signal and a distance between the two surface radio tags 2 from the two surface radio tags 2. Then, the congestion detection server 3 detects congestion based on the comparison of the calculated moving speed and the reference speed.
