PROBLEM TO BE SOLVED: To suppress rapid increase in output torque of an internal combustion engine, even when gradual change processing using a record cannot be continued during the gradual change processing for increasing valve characteristics of an intake valve. SOLUTION: When an electronic control device increases a working angle of the intake valve by a working angle variable mechanism to increase the intake amount to a cylinder during transition of the engine, the electronic control device gradually increases the working angle by performing gradual change processing and gradually increases the intake amount (timing t1 to t2). During this gradual change processing, when the electronic control device is reset and the gradual change processing using a record can not be performed (timing t2), the electronic control device sets a minimum value of the working angle adoptable by the working angle variable mechanism as a target working angle, and then gradually increases the target working angle.
