PROBLEM TO BE SOLVED: To provide a surfactant having a high effect on easy formation of fine bubbles in water and on stabilizing the fine bubbles for a long period of time, and to provide a detergent containing the surfactant. SOLUTION: The surfactant for forming fine bubbles and the detergent containing the surfactant comprise a (poly)oxyalkylene adduct (A) of an active hydrogen atom-containing compound (a) represented by the general formula (1), and a frothing power of a 0.02 wt.% aqueous solution of the (A) measured by the Ross-Miles Test at 20°C is not more than 50 mm. Z-[(AO)<SB>n</SB>-H]<SB>p</SB>(1), wherein, Z is a residue formed by removing an active hydrogen atom from an active hydrogen atom-containing compound (a) having a valence of p, A is a 1-8C alkylene group, and n is an integer of 1-400, and p is an integer of 1-100.
