<P>PROBLEM TO BE SOLVED: To time-sequentially and minutely analyze people's action and to minutely analyze tendency of a customer when he or she purchases a commodity in a store and the like based on it. <P>SOLUTION: IC tags 1 are attached to respective commodities, and rack IC tags 2a are attached to respective racks. A basket IC tag 2b is attached to a shopping basket 4 which the customer carries. A portable terminal 3 having an IC tag reading means reading the IC tag is worn on a customer's wrist. An action recognition means (not illustrated) judges whether article information can be read or not when the IC tag reading means cannot read place information based on IC tag information which the portable terminal 3 reads, and place information is read. When place information cannot be read, it is judged whether article information can be read again or not. Action of the customer to the commodity is identified based on information.
