PROBLEM TO BE SOLVED: To provide a surface-coated cutting tool superior in lubricity, and having high abrasion resistance. SOLUTION: A lower layer 7 composed of a compound of a periodic table No. 4a, 5a and 6a group element, one or more kinds of metallic elements selected from Al and Si, and one or more kinds of nonmetallic elements selected from nitrogen, carbon and oxygen, and a surface layer 8 composed of a composition (Ti<SB>1-a</SB>M<SB>a</SB>)B<SB>b</SB>(C<SB>c</SB>N<SB>1-c</SB>) (here, M is a periodic table No. 4a, 5a and 6a group metallic element except for Ti and one or more kinds selected from a group of Al and Si, and 0≤a<1, 0<b<3, and 0≤c<1) and being 0.1 to 0.9 in the ratio (m<SB>1</SB>/m<SB>2</SB>) of the inclusion concentration m<SB>1</SB>of B (boron) in the outermost surface to the inclusion concentration m<SB>2</SB>of the B (boron) in a depth position of 0.2μm from the outermost surface, are formed on a surface of a base body 2.
