PROBLEM TO BE SOLVED: To provide a method for manufacturing a toner which is stable even after outputting of tens of thousand sheets of images, obviates the occurrence of such problems, as (1) scumming, toner scattering, and degradation in developing capability, and is less changed in electrostatic capability even if outputting of the tens of thousand sheets of the images is performed under the conditions of high temperature and high humidity or low temperature and low humidity, and to provide a developer and toner manufactured by the same method. SOLUTION: The method for manufacturing the electrostatic charge image developing toner containing at least a binder resin, inorganic fine particles, colorants, and a wax, includes a process of previously externally adding the inorganic fine particles having an amount of charge of 10 to 50μC/g in the absolute value and 5 to 50 nm in average primary particle diameter to toner host particles, then externally adding at least one kind of the inorganic fine particles having the amount of charges of 100 to 300μC/g in the absolute value and 5 to 50 nm in the average primary particle diameter at the time of externally adding the inorganic fine particles containing at least silica and titanium as the inorganic fine particles to the toner host particles.
