PROBLEM TO BE SOLVED: To provide a full-color image forming apparatus which provides low-temperature fixability and hot-offset resistance in combination, even in images that consist of color toners of multiple colors and is high in color mixability of superior color reproducibility of neutral tints and color developability. SOLUTION: The fixing device successively develops the electrostatic latent images, formed on an electrostatic latent image carrier with a plurality of full-color toners containing at least a binder resin and a colorant, and fixes the toner images on a recording medium, after transferring the same onto the recording medium. The toner images are such that the full-color toners with the highest ratio of the amount of the colorant present on the surface of the toner particles (hereinafter, to be referred to as the ratio of the amount of the colorant present on the surface) among the full-color toners, formed so as to be superposed on the recording medium exist in the upper layer and the ratio of the amount of the colorant present on the surface, is 1.3 to 2.0.
