PROBLEM TO BE SOLVED: To make it possible to improve manufacturing capacity of a cement fluid manufacturing plant for soil-cement by leaps and bounds. SOLUTION: The blending tank of a bentonite swelling dispersion liquid is added to an existing cement fluid manufacturing plant, the bentonite swelling dispersion liquid is separately prepared by this blending tank, and the bentonite swelling dispersion liquid, water, and a cement based fixation agent are fed in a blending/stirring tank and stirred to manufacture a cement fluid.
