PROBLEM TO BE SOLVED: To provide a photocurable anti-fogging coating composition which imparts not only anti-fogging properties but also water resistance to a plastic surface, can maintain abrasion resistance and hardness, excels in adhesion and transparency, and has good storage stability. SOLUTION: The photocurable anti-fogging coating composition comprises a photocurable resin, a polyfunctional acrylic monomer, and a photopolymerization initiator, and the photocurable resin has a polymerizable double bond and a carboxylic acid group entirely or partially neutralized with a base.
