There has been a problem that the E-TFC state transition is changed by QoS for the data transmitted and the mobile station operation cannot be uniquely decided. There is provided a transmission control method executing selection of transmission control information in accordance with a combination of user data transmitted by a transport channel from an upper-node layer and transmission of the transmission control information together with a physical channel multiplexed with the transport channels to a fixed station side. The transmission control information contains at least transmission power information.
