[MEANS FOR SOLVING PROBLEMS] A preventive or therapeutic agent for stroke or sequelae of stroke comprising as a main component, a compound selected from 1-aminocyclopropanecarboxylic acid, its prodrugs, and their pharmaceutically acceptable salts and hydrates has been developed. For example, by being administered at 50 mg/kg, which is one-hundredth or less of the acute toxic level, 1-aminocyclopropanecarboxylate hydrochloride monohydrate reduces the occurrence of stroke by 90% and even in the case where stroke occurs, the sequelae are mild.
