<p><P>PROBLEM TO BE SOLVED: To utilize band efficiently by allotting a requisite minimum band for a VPN user in a band guarantee type IP-VPN. <P>SOLUTION: Each initial value (number of links, number of time zones, number of unit time durations) of VPN band proportion is set in a step 101. A threshold of VPN band increase, a threshold of VPN band decrease, an increase and decrease width of VPN band are set in a step 102.
