The swiveling hinge (1) has a first hinge member (10) with a bore (53). There is an eccentric device (50) which accommodates a pin (55) with a slot (52) held on a bolt in the second hinge member (20). The slot allows a small amount of sideways motion. The first member may be fastened to the swiveling widow or door and the second member may be fastened to the fixed frame.
