PROBLEM TO BE SOLVED: To provide a radio communication system capable of achieving the control of a modulation system that follows fluctuations of a propagation path and the control of a coding rate with little delay and operation amount. SOLUTION: A transmitting station and a receiving station share information on the maximum number of bits to be communicated per symbol, the transmitting station encodes in advance a signal for performing communication with a code having a sufficient error correction capability to create a code word, allocates the maximum number of bits each per symbol from the code word per symbol, uses a modulation system in which the number of bits per symbol is not greater than the maximum number of bits per symbol to perform modulation and transmission, and the receiving station uses a modulation system in which the number of bits per symbol is increased as the quality of a propagation path becomes higher among modulation systems in which the number of bits per symbol for each symbol is not greater than the maximum number of bits per symbol to perform demodulation, puts together demodulation results when the total amount of the number of bits per symbol of the modulation system used in demodulation is equal to or greater than a prescribed value while adding a signal of likelihood 0 to an insufficient part to perform decoding.
