PROBLEM TO BE SOLVED: To provide a disk holding device in which slippage and peeling of a disk rubber hardly occur, and to provide a driving motor for rotating the recording disk provided with the same. SOLUTION: In the recording disk holding device, a disk rubber 22 for anti-slippage of a recording disk D is fixed to a turntable 22a with an adhesive agent 22a. Two or more circular grooves 25 are provided on the surface 21a to which the disk rubber 22 on the turntable 21 is stuck, and the disk rubber 22 is fixed by increased adhesion obtained by increasing frictional resistance between the disk rubber 22 and the turntable 21.
