PROBLEM TO BE SOLVED: To provide a noise reducing method of an RGB image signal capable of reducing a noise while suppressing deterioration in image, with respect to a noise reducing method using an EPS filter in an image processing apparatus and a video processing apparatus for processing an image signal and a video signal. SOLUTION: For an RGB image signal, a region, in which a summed value of distribution values of each of RGB colors is the smallest, for each of a plurality of regions centered at a predetermined target pixel, is used to smooth an image signal for each of the RGB colors.
