PROBLEM TO BE SOLVED: To provide a method for manufacturing a magnetic recording medium which is excellent in surface smoothness and traveling durability, by irradiating a nonmagnetic layer with electron beams in an atmosphere of a lower oxygen concentration to harden the layer. SOLUTION: This is a method for manufacturing a magnetic recording medium having at least a nonmagnetic base material, a lower-layer nonmagnetic layer on the nonmagnetic base material, and an upper-layer magnetic layer on the lower-layer nonmagnetic layer. In the manufacturing method, a coating including at least nonmagnetic powder and an electron beam setting binding agent resin is applied to the nonmagnetic base material and then dried to form a lower-layer nonmagnetic layer which has not yet been hardened. Then, the unhardened lower-layer nonmagnetic layer is irradiated with the electron beam in an atmosphere of an oxygen concentration of at most 500 ppm, favorably at most 300 ppm, to harden the lower-layer nonmagnetic layer. Then, a coating including at least ferromagnetic powder and a binding agent resin is applied to the hardened lower-layer nonmagnetic layer and then dried to form an upper-layer magnetic layer.
