<p><P>PROBLEM TO BE SOLVED: To compress and encode image data at high speed with a small amount of computation while maintaining picture quality. <P>SOLUTION: For a transformation coefficient that a DWT section 13 outputs after wavelet-transforming an inputted image signal, a quantization section 14 performs quantization, rearrangement, and bit shifting processing based upon a quantization step size that a picture quality control section 23 finds according to target picture quality, and rearrangement and bit shifting processing based upon setting information on a region of interest that an ROI section 15 sets. A coefficient bit modeling section 20 performs bit modeling processing in bit plane units for a transformation coefficient QD outputted from the quantization section and an arithmetic encoding section 21 mathematically encodes encoded data BD inputted from the coefficient bit modeling section 20.
