PROBLEM TO BE SOLVED: To provide a membrane having a low refractive index, not only excellent in the low refractive index but also excellent in alkali resistance. SOLUTION: This membrane having the low refractive index is characterized by containing silica particles and a polysilane expressed by general formula (1) [wherein, R1to R4are each independently selected from a group consisting of a substituted or non-substituted aliphatic hydrocarbon group, alicyclic hydrocarbon group and aromatic hydrocarbon group, a polar group and H; and (m), (n) are each an integer], and blending≤100 pts.wt. polysilane based on 100 pts.wt. silica particles.
