PROBLEM TO BE SOLVED: To cut and remove a caulking part between a sleeve tube and thimble tube of the lowermost support grid in a short time without requiring a skill. SOLUTION: On the opposite side of fuel rods at the lowermost support grid of a fuel assembly, a plate which is formed of an opening for attaching a guide part of a drill at a position corresponding to each sleeve projecting from the surface of the opposite side of fuel rods is positioned and attached. In the opening of the plate, the plate side of the guide part of the drill of which the plate side is made the shape and dimension matching to the shape and dimension of the opening of the plate, and the opposite side to the plate is made the shape and dimension of a holding part of the blade of the drill is installed. In the guide hole, the holding part of the blade of the drill is inserted and the blade of the drill is rotated in that state to proceed to the sleeve tube side.
