PROBLEM TO BE SOLVED: To provide a vehicle control system capable of optimizing vehicle traveling efficiency and vehicle traveling speed, especially preferable when a mobile blocking system is adopted. SOLUTION: A virtual zone A1 having a distance, within which a vehicle can stop when it travels at a speed instructed by a starting signal 4, is installed inside the starting signal 4. Before the rear part of a preceding vehicle 21 passes through the virtual zone A1, the entry of a following vehicle 22 into the virtual zone A1 is banned.
