<P>PROBLEM TO BE SOLVED: To prevent forgery while preventing illegal resale such as a scalper act by securing the identity of the purchaser and user of a ticket. <P>SOLUTION: A ticket issue request (Fig. (a)) with use object specification information to specify a use object such as a concert and the face picture image of a user is transmitted from user terminal equipment such as a mobile phone to a ticket issue management server. In a ticket issue management server, a predetermined authentication code is generated in response to the ticket issue request, and a generated authentication code is embedded in the face picture image as an electronic watermark so that a face picture image 51 with authentication can be prepared (Fig. (b)), and a digital data format electronic ticket 50(Fig. (c)) is returned to the user terminal equipment. When the user presents a ticket 50 to a concert hall, the authentication code embedded in the face picture image 51 with authentication is read by use facility terminal equipment, and it is confirmed that the authentication code is a valid code.
