<P>PROBLEM TO BE SOLVED: To allow a flexible payment and an enhancement of security of information management. <P>SOLUTION: Recording to and reproducing from an information storage medium 1012 are performed under the control of a right management part 1015. When recording to the information storage medium 1012 is controlled, an information recording function of the right management part 1015 is controlled by a control signal 116. When reproducing from the information storage medium 1012 is controlled, information 118 such as a classification information itself and a reproduction condition out of information recorded in the information storage medium 1012 are read in the right management part 1015.
