PROBLEM TO BE SOLVED: To relax filter the specifications on a reception side or to decrease the number of filters for downlink communication by a radio communications system using an OFCDM signal and a time-division OFDM signal. SOLUTION: A subcarrier specifying means 106 acquires information on a subcarrier frequency band that a terminal during down communication can use from a terminal information database 105 and supplies a signal width for parallel conversion of a transmitted signal to an S/P converter 102. The S/P converter 102 controls a variable S/P converter 103, to vary the width of the output parallel signal of serial-parallel conversion. Further, "0" bits are outputted as the remaining output data bits, which are not outputted in the serial-parallel conversion by using a 0-output portion 104, to limit a subcarrier used for transmission to a terminal using the necessary irreducible subcarrier.
