PROBLEM TO BE SOLVED: To enable to properly multiplex unique information such as copyright protection information onto an information signal such as a video signal while reducing deterioration due to flicker.

SOLUTION: The information multiplexer 100 includes: a generation means 105 for generating an information signal including the unique information; an amplifier/attenuation means 109 or the like for amplifying or attenuating an upper frequency component (high frequency component) of a luminance signal with the information signal multiplexed thereon; a first control means 104 for controlling a superimposing means 106 to superimpose the generated information signal onto a DC component value (an average DC value, a gravity center of the signal) denoting an average value of the luminance signal by each period unit ("seconds/frame" or "seconds/field"); and a second control means for controlling the amplifier/attenuation means that attenuates the high frequency component of the luminance signal with the information signal superimposed thereon in the case that (i) the DC component is increased (plus) or amplifies the high frequency component of the luminance signal with the information signal superimposed thereon in the case that (ii) the DC component is decreased (minus) as a result of the superimposition.
