PROBLEM TO BE SOLVED: To provide a technique for improving efficiency of designing for semiconductor devices. SOLUTION: The designing method of the semiconductor device comprises a first step (A) of arranging a power supply line 1 and a ground line 2 in the direction of an X axis and a second step (B) of arranging a capacitor cell 10 containing bypass capacitors connected between the power source line 1 and the ground line 2. The capacitor cell 10 is composed of various kinds of element cells 11 to 19, the element cells 11 to 19 of various kinds are arranged in the direction of a Y axis perpendicular to the direction of the X axis.
